COMMUNICATIONS - FCC

In communication with the Director of the FCC Wireless Bureau concerning the use of GMRS radios in an emergency the following emails were exchanged:

My initial email to the director of the Wireless Bureau defined the circumstances under which the Indian Spring CERTs would use the GMRS radios.

• The Indian Spring internal GMRS radio net would be activated in the case of an emergency declared by Federal authorities or the Governor of Florida and may also be used in the training and exercises of radio operations in preparation for such an emergency.
• A GMRS directed net would be initiated by me under my GMRS license and operated under my supervision and under my call sign.
• GMRS radios used by the subordinate CERTs (CFR 95.179) would use their community names as their call signs under this directed net.
• GMRS emergency net operators would be trained by me or other authorized trainers.
• Any GMRS radio use outside of this net would require appropriate licensing

The GMRS rules (Section 95.143) do provide that if one individual holds a GMRS license, that person can authorize others to operate on the GMRS system to transmit an emergency message (concerning the immediate protection of property or the safety of someone's life). Section 95.143 has been attached for your convenience._> _> I hope this provides the capability for your CERTs to carry out the desired communications during emergencies. Let me know if you have any additional questions concerning this matter._> _> Thanks_> Terry
