ISMA CERT Organization


1. The ISMA CERT is responsible to the 24 communities of Indian Spring and their residents to:
1.1 provide communications between their communnities and
the Palm Beach County Emergency Operations Center.
1.2 provide communications between and among the 24 Indian Spring CERTs.


It accomplishes this by implementing a 3 tier communication system which includes: • selecting, training and running drills with licensed amateur radio operators to operate within the FEMA Incident Command Structure(ICS) as AUXCOM radio operators in the ISMA CERT ICP.

• Establishing and operating an emergency GMRS directed network between the ISMA ICP and the Community ICPs, training and run drills with the GMRS radio operators.

• selecting, training and running drills with GMRS radio operators to operate within the FCC regulations for Personal Radio Service GMRS radios in the ISMA and Community CERT ICPs under the licens of the ISMA CERT Incident Commander.

• training and running drills with FRS radio operators selected by each Community CERT to operate within CERT ICP and CERT Teams within the FCC regulation for Personal Radio Service in the Family Radio Service(FRS) in the Community CERT ICPs and Teams.

2. ISMA CERT reports to the ISMA CERT Committee and Committe Chairman
2.1 On the status of readiness of the CERT ICP.
2.2 On the training requiements met by CERT members.
2.3 On the results of performance in emergency incidences, drills and exercises.
2.4 On lessons learned in emergency, exercise and drills.
2.5 On changes to documentation, guidance or procedures
